Alt-text for badgdes

Kind of self-explanitory, but text that comes up when you put your cursor over the badges. Y'know, what they are and why they have 'em.

I've been trying to figure this out for a while now. I've asked the support forum and so far they've said it wasn't possible. If that's true I'll suggest it. For now I'll have a page that tells you what the badges are..
